Employment: agenda for new skills and jobs: a contribution towards full employment. Regina Bastos MEP
 "The adoption of this Report on new skills and jobs is a very important step in reforming the EU labour market because it prepares human resources within the EU to anticipate the needs of the labour market in the next decade", said Regina Bastos MEP, Rapporteur on the Agenda for New Skills and Jobs adopted today in the European Parliament by a large majority.??Taking into account the economic, financial and social crisis that is affecting the economic and social models of the EU, there is a need to reform the labour market rules. This Report aims at highlighting the need to act immediately, in order to address the deficiencies of competences in the EU, on the one hand and better anticipate those needs in the labour market, on the other hand. ??"We need to act in order to tackle four major problems that European citizens are facing: the creation of jobs, the necessity of developing a more competitive economy, the sustainability of the welfare systems and the difficulty in finding qualified people to fill job vacancies. Thus there is the need to better match the offers with the demand for a skilled workforce in the labour market", said the Portuguese MEP. ??For this reason, the Rapporteur emphasises the need to improve basic skills, as well as skills in science, innovation, IT and communication and in foreign languages in addition to the need to tackle school drop-out rates and improve the work-life balance. Co-investing in education and life-long learning is also of great importance and a better coordination between educational institutions and enterprises is essential. Traineeships should be a priority, supervised by tutors, so that they can lead to employment. ??Furthermore, Regina Bastos MEP recalled that the rules on flexicurity, to achieve more flexibility and more security simultaneously, need to be adapted to the socio-economic context of each Member State in order to guarantee a more flexible labour market and modern welfare system.
